Consumer protection act and bait and switch?

I am from Canada, and I ordered merchandise from Frederick's of hollywood. When I ordered, there was no mention of any shipping costs other than 15.95 to Canada. After I gave my credit card information, I got an email/ invoice for $138.+$15.95 shipping. Than there was fine print at the bottom of the email saying that Canadian orders are subject to an extra 31% charge!!!! I went back to look in the fine print and there was no mention of this extra charge until AFTER you pay, or I never would have placed the order! This is clearly a bait and switch situation and I want to know if there are laws to protect me against this type of fraud.
