What is the legislation called that made it compulsory to add fluoride to tap water?

It was the act based on a certain study by Dr. Frederick McKay in 1909 and now we have fluoride in our water isn't that great. Take a ride with the fluoride lol. Oh, and if you don't know tell me your opinion on the subject. Please, I value your opinion.
